On the internet I found out that the author is Lukáš Rittstein, born 1973.

From the very beginning, his spatial works, moving between classical sculpture and the conceptual site-specific object, are able to convincingly combine the restlessness of the post-industrial age almost "at the end of history" and the message of affirmative humanism. His poignantly ironic vision is thus intertwined (not polemically, but even sympathetically) with the free imaginative questioning with which a child, not yet encumbered by "social rules", perceives the world. In this way, Rittstein has adopted a very specific expressive position, moving between tender nostalgia and raw surrealism. Fundamental here is the moment of dynamic metamorphosis of the given object, thanks to which we, as viewers, switch in our imaginations between factual reality and transformed dreaminess. The laminate sculpture Bird of Paradise (2018) is a prime example of this characteristic position of the artist.

So I don't know if only the author of the statue was under the influence of some substance, or if the person who wrote the text was as well :-).

Well, 6 really because there are 4 like that one at the Main entrance to Stourhead House, Wilts. The spread eagle is the family crest. Nice pub by that name in the gardens too
