This guy was just outside Old Town Tallinn in Estonia. I don't know who is being depicted. Any Estonians that can help identify?

I found out more information: Lucky Chimney Sweeper sculpture in Tallinn, Estonia. The sculpture by the Estonian sculptor Tauno Kangro was unveiled on May 15, 2010 near the cinema theater Soprus in Tallinn Old Town.
