I think I would talk to whoever you bought it from to see if there is a problem with your camera. Does the owner's manaul say how to switch to RAW?
I shoot in RAW from all settings, both manual and automatic on my T2i- I don't think those settings have anything to do with it.
Most Canon do not allow RAW in the Basic Zone shooting modes (the little running man, mountain, etc.... the highly pre-programmed, automated modes). Only able to shoot RAW in what Canon calls the Creative Zone shooting modes: Av, Tv, M, P, etc.
Sounds like the OP's problem is solved anyway. It was a minor issue with the little booklet that came with the camera not being read, what with all the excitement of a new camera and such. Fairly common... the camera gets blamed, though the user's excitement... understandable... is the actual source of the prob. Oh well, we've all been there, done that at one time or another. This is my nice way of saying RTFM, which isn't a very nice thing to say.
OP, there are probably a couple ways to change those settings. I don't have 60D, but on my 7D there is the Q-button that calls up the Q or quick screen that gives fast access to most major settings right on the LCD. It's easier than digging around in the menu to change the settings. You can select the file format box, then get a sub-menu to change JPEG and/or RAW settings. If you leave both JPEG and RAW selected, you'll get RAW + JPEG (in whatever size each was selected) and will fill up your memory card pretty fast. You have to de-select any JPEG option, to get RAW onley. 7D also has a "Raw/Jpeg" dedicated button, though I don't use it for that. 5DII and 50D have the Q screen, but not a dedicated button to access it. Instead you can toggle through several modes with the INFO button to get to it pretty quickly. Those models don't have the RAW/JPEG button either.
