It's sort of a like a self-perpetuating cancer. They grow fast when the economy is good but refuse to cut back like the rest of us do when the economy goes south...they tax more to make up for their loss in revenue under the guise of "it's for the children" (aka, you'll lose parks and schools) and "you'll lose your police and fire departments" (aka safety).
