Is there a dam along the bridge? It looks like there a line at the edge of the bridge where the water changes elevation.

No dam. It's how the bridge lights played on the water. In the foreground the lights give the water texture. Behind the bridge the water is featureless from skylight reflection. On the horizon is a line of trees.

Time was 4AM CDT, 7D, 28-135 @ 56mm, f/6.3, ISO 200, 11 RAW exposures converted to TIFF in DPP, Photomatix 4 using the Painterly preset, no optical filters. Shutter speeds were between 2 minutes and 1/8 second at one stop intervals.
