There are four bright point light sources in the image, and there are four grey spots on the first image. Then in the second image, someone's house lights are turned on in the foreground, with a white light, and then there's an additional dimmer looking grey spot in the image. I'd say flare.

Yep. Easy to prove, too. Here's what I did:

- open the image in Paint Shop Pro (Photoshop will be the same)

- duplicate the layer

- select the second layer

- mirror (reverse L-R) and flip (reverse top-bottom) the second layer

- reduce opacity of second layer to 50%

- move the second layer to match the first


You'll end up with the lights in the sky perfectly superimposed over the street lights among the houses.
