When viewing the forum from the top level there is a blue button next to every fourm title, when I hoover my cursor on it, a text box appears that reads "double click this icon to mark all contents as read" Why doesn't this reset as new posts are added?

What's it doing that you don't expect? It doesn't tell the software to forever and always mark that particular forum as read; just to indicate that you've chosen to mark everything up until you clicked on the button as read. As new posts are added after that, they're still new posts to you, so will show up as unread.

Exactly as I would have expected Jon (your answer), however it remains marked as read, it has been weeks since I did this...I do go into the forum and new posts are bold, however the blue icon remains as it was after I clicked on it to mark "all contents read"

The blue dot should change to a white one when you double-click it. If it reverts to blue it's because someone's posted there since you double-clicked it (or your browser isn't properly responding to the Javascript, in which case start by clearing your browser cache).
