I don't know of a "free alternative" to LR which gives you all the capabilities of LR. You will have to pick and choose and incorporate various programs which do "bits and pieces" of what LR does and put them together into a "package" of programs that you can make work for you. In other words, it takes some work!

Cyberlink's PhotoDirector is very similar... and cheaper.
