Congrats on the new equipment -
I hope you realize that the series III extender is designed for none of the lenses you have or the lens you want (17-40 L) - it will work with your 70-200 f4 but the circuitry is designed to be used to its maximum with series II lenses like the 70-200 f2.8 IS II and the 300mm f2.8 IS II - and whatever other new designs Canon has up its sleeve.
If you are planning for the future, then it's the right extender I suppose, but for the only lens you have now that it will fit on (the 70-200 f4), you'd be paying a substantial premium over the series II and not getting much (if any) benefit (except a higher resale value)..... Even the series I would be essentially the same other than the weather-sealing - but for the kind of shooting I imagine you do, I doubt that weather-sealing would be much of a factor.
Also, if you do plan on getting heavier equipment the 11 pound capacity of the Manfrotto 190CXPro4 might be insufficient..I had one for a few days and exchanged it for an aluminum tripod that was half the price, a foot taller, and a pound lighter with a 35 pound capacity as opposed to 11 pounds.......while I liked the look and feel of the 190CX, the load capacity was not enough for me - nor was the 5 foot height - and I don't think I'd have ever used the 90 degree adjustable column. Hell, my camera and heavier lenses and head weigh about 11 pounds alone - Using my gimbal head, that with the camera and no lens or flash probably is close to or may even exceed 11 pounds. Add on the weight of a camera bag hanging from the center column to steady the whole thing in windy conditions and 11 pounds is just inadequate - Just some food for thought.
If you are happy with what you have and set on getting the series III extender, then by all means, get whatever makes you happy!!!
