Looking at the description off the B&H site:

it's stated that using an A head and an S head at the same time on a symmetrical Ranger pack will get you 2:1 output because the A head is twice as fast and draws twice the energy. Wouldn't that mean on an asymmetrical pack that a A head on channel A and an S head on channel B would give you a 4:1 output?

That description is really wrong. It would be 2:1 not 4:1. A and S heads are both 1100Ws. (A is faster because it has different tube to use.)

With Quadra, some say S head is 1/3 stop more powerful than A, although slower. This may be same with Ranger, but description still wrong.

I forget how the specific ratios work, but I think that is right that with a AS pack you can get several different ratios by combining an A head and an S head on the A and B ports.

Used independently the output is only about 1/3 stop different between the two heads, but when used together the A head is capable of drawing current much faster than the S head, stealing a larger proportional share of the current from the pack.

The table above shows the aperture readings I got a while back when I was testing the different combinations of the A head and the S head on the Ranger RX AS Speed. None of the combinations gave a 4:1 ratio, though.
