Some help on a Gull ID?

We found this guy in delaware. We are having a heck of a time identifying him. Best we can guess is that he is a juvenile Little Gull. We thought he might be a plover of some sort at first, but the colors and beak don't match up. The size was about right though!

not really sure, but he looks like the Sandwich Gull in my bird book.

Hmmm, sort of, but they shouldn't be in Delaware...It also doesn't have the yellow tipped beak.

I don't think it's a sandwich tern. I am starting to think it's some sort of tern rather than a gull though.
