didn't get the shot I wanted, but the lady was cold, so this is as close as i got. What do you think?

What settings did you use, how long of an exposure? To me, it looks like too much movement of the flag staff and the stars so it looks very out of focus. Have you tried using a flash and composing this over multiple exposures and layer it to get the effect you're looking for? I'm no expert at laying, but you could freeze the flag staff with the flash over multiple exposures and shoot the flag at a longer exposure to get the movement you want. Just a thought.
