Has anyone any idea of how I can capture action shots on the ixus 400. Up to now, all moving images come out blurred regardless of the setting. Long shutter speed is set to off and I have tried all ISO settings.

I'm not familiar with your camera but to stop action one needs to use a high shutter speed.
Some cameras have a program setting for Sport.
Others with manual settings would allow you to choose a faster shutter speed.

If the Ixus does not permit either of these and sport photography is your special interest, I guess you should look for a camera with manual settings. Then you can set the shutter speed and let the camera worry about exposure by setting the F stop. Called Shutter Priority.

I shoot cars at speeds over 200 MPH. Typically 1/1000 @ 8.0 ISO 400 gives a good image. If your having trouble getting a sharp image try setting your camera at a higher shutter speed. Of course I am shooting during the day, typically in bright sunshine.
