They do it for a few days before (I'm not sure which days but I have a shot last year from 9/7 and I got a shot from last night but its never guaranteed when they will test). As you can see, they only test a few of the lights.

will it end by 9/11 or continue a few days? And where would it be best location to catch it Sep 11?

Officially 9/11 is the only guaranteed night of lights and will end after that night. Good locations are: Hoboken, Jersey City, Bayonne, Brooklyn Bridge Park, Manhattan Bridge, Top of the Rock, Brooklyn Bridge. I will try to get all of them that night!
