How would you edit & improve these pictures to give them more of a portrait style? Please feel free to edit and repost.

These both need fill flash. The only thing you can try is fill light on to help brighten up the faces (hopefully you shot RAW). I would suggest toning down the brightness in the walkway in the 2nd one. Recovery (Lightroom) works well for this. Also, the eyes in the 2nd one are out of focus. Both are good comps though.

The boy: I don't see the need for a fill flash on this one. Yes, the background is a little bright and busy. Try cropping some off the top and the right. This would fill more of the frame with the subject and take out some dead space on the right. I normally try to stay away from full body shots because they reduce the size of the face, which is the most important aspect to a portrait. But his posture conveys some personality.

The girl: again, background is busy. It's good that she's off-center, but the left side does not contribute to the image. The crop is too tight on the top of her head. You shot this one in full mid-day sun, which would have given you harsh shadows and squinting. However, you had the sun behind her, which gets rid of that problem, but puts her face in the shade, thereby underexposing it. You were somewhat saved by light reflecting off the walkway. However, it's coming from below her, which is not generally flattering. Try getting her in the shade for more cooperative lighting. Or shoot during the golden hour in late afternoon or early morning.

I've definitely got too much time on my hands.....this is a very quick shot at your images...

But Joe has the ultimate solution above...
