Need a good ND filter for my Tokina 11-16mm Lens

I purchased this ND filter from Amazon to shoot some sunset and waterfall photos. I used it this past weekend at the beach and wasn't too impressed with out the pictures came out. Is this a decent ND filter or should I be looking at something else?

I guess there really isn't anything "wrong" with it, just didn't give me the pop I was expecting. Here's a shot I took at a nearby lake a few nights ago.

I'm really trying to get that foggy water type of effect but haven't been able to get a single shot thats even close.

The problem isn't with the filter, its with the technique.

Your shot you linked was taken with a shutter speed of 1/15s. You aren't going to get milky water with that, you need slower exposures.

If you plan to do this during the day, you'll need a more powerful (darker) filter and a very small aperture. Its better to do it during and just before/after sunrise and sunset when the light is not as bright so you can expose for longer.

This shot for example was taken just before sunrise, and as you can see, the water is only just starting to get blurry and smooth. Shutter speed was 0.6s

The longer your shutter speed, the smoother and foggier the water will be.

If its a lake, the water may not be moving much. The reason you get milky water in photos is because of the movement of said water. If there is no movement, you will get no blur no matter how long you expose for. Try find somewhere where there are ripples or some waves, then you'll see the effect. The more the water is moving, the less you need to keep the shutter open to get the milky effect.

The other thing I see there is that stationary parts aren't really crisp. What tripod are you using? If you don't have a solid tripod, and/or you use the center column to get the height you want, you're going to get some camera shake.
