I'm pretty sure you can buy unlocked iphones, even in the states. I've seen them selling without contract for around $600-$700. They started offering them for sale about a year back.

That may or may not work...

For example Verizon and Sprint are both on CDMA technology, however you can just jailbreak an iPhone 4 from Verizon and use it on sprint.

I've never bothered jailbreaking any of my iPhones... it's not worth the hassle.

I plan just to move them over to AT&T :D I have never liked Sprint (which I sued for years and they currently use) and if they have to move, might as well move to the same carrier I am with.

It's not exactly difficult. Had one done for the original iphone back in 2007. It was free then, and I'm pretty sure it's free now.
