Simple question: Does Adobe ever run sales on Premiere Pro, and if so, when would be a good time to start looking?

Also, (and I think I know the answer to this question), is it possible to do tru colorgradingwith Premiere Elements? I have PE and the color grading options appear to be pretty rudimentary (i.e., Auto Color Correct). If that's all Elements can offer, it looks like PP is in my future.
