Technically yes, but it's quite difficult and won't render the same results. Basically you would need to take multiple exposures of the sky and stack them, and then photoshop the foreground in. Stacking multiple frames of an ordinary milkyway nightscape wouldn't work because the stars are moving relative to the earth, which would render the image as a startrail more or less.
