Canon EF-S 18-55 IS 3.5-5.6 Kit Lens Help / Question

I have the Canon EF-S 18-55mm IS 3.5 - 5.6 kit lens that came with my T2i. Something came loose on it today and was wondering if anyone here could tell me what it is, where it came from, and what propose it serves.

Below is a pic of it, sorry or quality took it real quick with my iPhone.
Circled in red is this very thing almost paper feeling ring that is loose that is now sliding up and down the barel of the lens.

I have no idea where it came loose from or what purpose it serves.

Tomorrow I think i'm going to call Canon support and see if i can get the lens repaired unless it isn't necessary.

If I look into mine with the lens maximally extended, I can see something in the gap that looks like this. Probably it is part of the support for the barrel or a dust seal or a shim for some purpose. Probably you should talk to Canon about it and see if it can be repaired under warranty.
