Guys Outdoor Photogear has some copies of Color Efex Pro 3.0 for sale.
According to the Nik website and Outdoor Photo Gear, this product brings a free upgrade to Color Efex Pro 4.0. Offer good till tomorrow November 29.

As far as I know, yes.

I don't know if the Corel one can be used as a Photoshop plugin, though.

Yeah, from what I read if you buy the Paintshop pro they have included the filters as an integral part of the package. You wouldn't be able to use it in Photoshop or Lightroom.
