How can one get rig of that sometimes typical foggy cast over an image or subject using either LR3 or CS5

Hard to tell without an image...

Bump up the "Clarity" slider (LR) or apply USM with small amount, big radius.

Here is the image. I'm in CS5 playing around with selections, color etc etc... trying to get better with the whole program.

The foggy cast I'm talking about is the grayish cast over the planes. The lack of color intensity. I hope that's better.

You don't have image editing ok turned on, so I'll give you a few ideas to try....

I would do an initial curves layer and use auto. Then I would do another curves layer, masking in only the planes and adjust the contrast and light to work for you. Then another curves layer for the sky and clouds to darken them and bring out a deeper blue. (You can also use a Hue/Saturation layer to adjust the sky color along with a mask). Next, sharpen only the planes using high pass.

photoshop cs5 -> layer -> new adjustment layer -> levels. you can use the auto button in the adjustments panel or tweak the levels manually.
