I moved all my files to a larger disk and did some spot checking opening up photos and zooming to make sure that LR can find the file... that its actually there and not just the preview in LR. Can I make LR check that it can find ALL files somehow before I recycle my backup disk?

It does it automatically. In library mode, when lightroom cant locate an image, it will put up a flag next to any images it cant find. When you click on it, it will ask if you want to find the file or remove from catalog. No point in going to every image and zooming.

^ In Library mode it puts a question mark on each image which cannot be located.

Thanks guys. I didn't want to rely on a ? mark because I don't want to have to scan 70,000 photos. What if there were 25 photos missing, I'm sure I could easily overlook them. Looks like Rene's method will work.

It is some what self healing. If you find one. it will assume the same file structure and if so, it will find the rest automatically once given the new direction to look.
