Not the most intuitive IMHO but it can very well get the job done. Any system really will make the edit. It comes down to the person using the program

First step........ Take the lens cap off.

I have been using Premiere Elements PREL7 for a while now and I find it very intuitive and logical. It does what I want and is very capable. The newer PREL 10 has more presets and output options

Their timeline design isn't the most user friendly interface you'll ever see but once you wrap your brain around how things stack and how to use layers above layers to build effects, it can be very, very powerful.

I've used Premiere to build "teases" for broadcast sporting events on several occasions.
