Front focusing issues might be fixable with a simple cleaning and adjustment.... Might not be all that expensive, if that's all that's needed. Since it's an older camera and out of warranty, look for a local camera repair tech who will take a look at it and give you an estimate. That will probably be cheaper than sending it to Canon for that type of service. (It is possible that an AF componenent is failing, though.)
Shutter issue more likely will need replacement of the entire module, which is more involved, requiring more labor, and there is the cost of parts, too.
However, the image examples above are not typical of a failing shutter.... They look more like a slow/sluggish shutter, rather than a broken one. It might be possible to have it cleaned an lubricated by a local tech (Canon service wouldn't do that, they'd just replace it). I haven't tried cleaning and lubricating a modern Canon shutter personally, so really don't know what's involved or what's possible. Take it to a local tech and talk with them about it.
Or just use this as an excuse to upgrade... If you have a battery grip on the camera, you could go to a 50D and still use it and your current batteries/charger and memory cards.
Not that it isn't a nice camera, it is. But with 60D, you'd have to replace all those items (it used LP-E6 batteries and SD memory).
