It works the same as using a credit card without actually having one. The only bad thing is they need to check your credit history in order to use Bill Me Later.

I've used it several times. Great service. No interest for 6 months on the 5DII purchase. Hard to find fault other than it allows for spending more than you might if paid in cash....but we only go round once;)

I believe it is a "hard pull". The same as opening a new credit card.
If you are not buying house or car in near future, there is nothing to worry about ;)
And if you open a new BillMeLater account you will get a $20 back (probably as a statement credit).

All depends on your situation, apart from the hard pull there's also the effect on your aaoa. If you have a lot credit cards that you've opened 20 years ago, this won't decrease your average age of accounts very much, but kosin is right, if you aren't buying a major purchase in the next few years you should be fine.
