After opening 2 different files in photoshop is there a way to merge them into 1 file with 2 layers (image 1 is layer 1 and image 2 is layer 2)?

Can't you just copy one and paste it onto the other one?

This, select all on one image, copy, then paste as new layer into second image, boom, done...

Select both images in Lightroom, Right-click one of the images, then choose "Open as Layers in Photoshop".

boom, pre-emptive strike.

Alternative method... trying to remember exactly off the top of my head.
In Photoshop, click View->Arrange->Tile. Change to the move tool (V, the arrow) , drag the layer, hover over the tabbed header of the second image until it opens the second image, then drop the dragged layer on top of the second image, and it'll copy to a new layer in the second image. Then close the file of the first image.
