Hmm, personally if someone said that to me I would possibly have a go at the shop for being a bunch of Stasi Officers sniffing around in peoples photographs when all they were supposed to do is print them...

Saying that: I have given photographs to a friend in Germany from her Community for her to distribute and print if she so wanted. (As well as to family members) Never ever heard something like that before - and I do have a "All rights reserved unless stated otherwise" in my Copyright field.
I suspect what it shows is how much people trust each other - an obviously it is a lot more in Europe than in the US.

True enough, but I like having complete control over how my prints look, and the savings in time and gasoline is a factor as well. Also, years ago, I sent a slide in for printing and the printers apparently kept a copy for themselves! I could never prove it though...

Also on eBay I can usually find OEM ink tanks at very reasonable prices.

Or you can buy ink from a known manufacturer (e.g. "image specialists") and refill yourself :) ;) - if you print a lot, that is possibly your best choice.
I suppose it depends a lot on your exact needs.
