Can't get new B+W Kaesemann filter clean

My wife got me a new B+W 77mm Kaesemann MRC Circular Polarizer Filter from B&H for Christmas. I took it out of the package and there were some spots on the glass and there was an oily residue on the male (inside) threads. I grabbed my rocket blower, lens paper, and light strength lens cleaning fluid and tried to clean it. After 20 minutes I realized that I just can't get the surface clean, it keeps streaking and I can't blow the lint from the lens tissue off the surface. The problem appears to be on the outer surfaces, not between the layers of glass. I've never had this much of a problem cleaning any of my other filters (all B+W MRC) or lenses. Any idea what I am doing wrong, or do I need to return this filter and try another one?

I sold off my Trijicon ACOG recently and my only lenspen went with it. I'll have to pick up another one and try it out. Breathe vapor is tough in the low humidity desert, so I'll have to try it in the bathroom after a shower where the humidity is high.

I am using ROR as my cleaning fluid. I picked up a small bottle of ROR at a camera shop in Providence, RI. at the recommendation of the clerk, it has worked well for me over the past 2.5 years since I got it. This filter is providing the most difficulty I've had sofar. I'm going to try a new microfiber cleaning cloth and some more ROR.

I was having similar problems with streaking until I found the zeiss lens cleaning wipes at Walmart. They are pre moistened so I open them and wait about a minute to let them air dry a bit. I then wipe and a quick followup with a dry tiffen lens wipe and they are spotless.

I have the Zeiss, didn’t work on mine, looked on their (B+W) website and what do you know, they recommend plain Windex (original formula) and it worked when nothing else did.

Wow, I've never used Windex on my expensive glass, so i can't really comment on it...but it's probably the last thing I'd ever use.

Lenspen, for sure.

And I am a cleaning guru... I have been known in the past to check my cleaning work with high powered xenon spot lights... You would be suprised how dirty brand new lenses are straight from the factory! :p Dust, speckles in the glass, etc...

Note, I also do some auto detailing which is why I have the spot lights... Multi-purpose!

Note that Lenspen folk themselves state that their product is NOT to be used on polarizers. Here's an excerpt from an email from their Senior Product Mgr on a followup inquiry to the exception noted on the back of their packaging:
"We do not recommend using LensPen products on any polarized glass as this traps some of the compound and creates smudging."

Personally, I don't think their disclaimer is relevant on higher quality polarizers.....but be forewarned!

95% of the time I use warm breath and a CLEAN microfiber cloth, only rarely needing a solvent. I used to use Formula MC product but recently had a chance to try a sample of the Singh-Ray RayVu cleaner (external link) that comes with a nice cleaning cloth and seems to clean better than anything else I've ever used.
