I'm out of my element with street photography. However, I think perhaps a wayward raindrop ended up on your front element (or filter), which accounts for the blue bloom on the left side. A lens hood is quite useful in settings like this. I once shot on a beach during a Nor'easter and the lens stayed unblemished.

Odd that red, white and blue turned everything green.

Thanks for the responses. I actually cross processed this shot but changed the hues of the flag. The guy in the front does have a bag over his head.
