Shutter speed and tide. As the water comes in or goes out the sensor captures some of the water there, but also the rocks when it's not there. Creating a ghosty fog effect.

Thanks wookiee!! Yeah they are HDR but then remixed a bit in photoshop to give them that realistic look...
