Help - What kind of bird is this?

This is such a crappy embarrasing picture, but I only had my "pocket' camera on a recent golf outing here in Florida. It was a course we had never played and for whatever reason, I didn't bring my good equipment. There was wildlife everywhere!! I will going to go back in 2 weeks to play the same course and I will be "armed" with my good stuff!

Anyway, can anyone tell me what kind of birds these are? They were spectacular. I sure hope they are still there in 2 weeks!

Hooded Mergansers are beautiful birds, totally agree. And Al, there are still some up here too, hanging out at the mouth of the river where there's less ice
