Loosen the screw in the bracket where the top of the legs join and the press down on that bracket. You might have to give the bottom of the legs a little pull outward to get them started.

Are all of the knobs completely loosened? Sometime a new stand will be "tight" and unless the knob is really loosened up, will it go up or down. My Linco stand was like that at first but after a bit it relaxed.

I sometimes have to poke the legs out to get them started on my stands. They can be a little stiff to start with though.
