That's not what I am getting from the link:

"In order to guarantee superb image quality with the PowerShot ELPH 520 HS’ miniaturized lens structure, its sensor has been shrunk to 1/3 inch and the size of its pixels has been increased to improve its light-gathering abilities. The good news is that a smaller and shorter lens can be designed around the smaller sensor size. "

"Salespeople note: While consumers have been conditioned to expect that More Megapixels = Better Pictures, it’s important to stress that in the case of the PowerShot ELPH 520 HS’ tiny image sensor, having less megapixels is not a compromise but an intentional design decision that ensures image quality has not been sacrificed for portability!"

I was responding to eyalg's link for #2 Down. Its the crossword puzzle. i should have been more clear.

"The new smaller sensor trades some pixel resolution for overall reduced size and High sensitivity performance."

Reading further, I now understand that the ELPH 520's
sensor is marginally larger than that of the iphone 4/4s.
I hope Canon's statement regarding the enhanced pixels
will help retain some color depth and dynamic range.
