For a batch of pics in Camera Raw, the quick "intuative" way is to select the images in Bridge, then open them all in Camera Raw -- double-click one or right-click one and choose accordingly. Then Camera Raw opens with all the files in the strip to the left.
From there you can work on one image. If all images are selected the edits should be applied to them all simultaneously. But when you finish the "global" work on one image, you can click Select All and Synchronize to get them all in order.
You can also work on one image in Camera Raw, click Done, select a batch in Bridge, right-click, go to Develop Settings and choose Previous Conversion.
In Photoshop, there are different ways to approach things. You can create an action to do what you want then run it on the batch using something like Image Processor from Bridge (or similar in the Photoshop editor). In the editor, if you have multiple files open simultaneously in a way that they are all being viewed (cascaded or tiled) you can drag and drop a layer from an "active" image to another visible image.
There are ways to save a layer and then open/apply it to other images, but I don't recall the details!
