what is the best lens for shooting at night without flash
and
what is the best lens for shooting at night with a flash
at night ( outdoors )

I would think those lenses would be primes with large apetures. Take your choice depending on the situation.

yep, large aperture lenses. primes.
but on the other hand, dependant upon your sensor, you can get great results even with 2.8. just bump up the ISO. At 1.2, DOF is very slim. I've shot stuff I couldn't even see.

i mean near the streets and shops ( outdoors )

Well, it's totally situation dependent. I've had some gorgeous night shots taken at f/8. Of course the camera was on a tripod and I was shooting scenery. If I were shooting people at night without flash, The larger the aperture, the better. The 50mm f/1.2 and 85 f/1.2 are the largest one out there right now and will do the best. If that's too pricy, there are a ton of f/1.4 primes as well for a lot less $$/

If shooting with flash, then again, it doesn't matter what lens you use. Just pump up the light and things will be fine.

i would think that no matter what lens, you would be stopping it down anyways to get a long exposure. Using a tripod only of course... so i guess that question is hard to answer without knowing more information

I was assuming that his examples of near shops and streets meant he would need to be able to stop some kind action.

Yeah, thats the lens I used when shooting what I couldn't see (my first experience with huge ISOs).

A lens that's mounted to a camera atop a sturdy tripod.

A lens with a useful focal length for what you're trying to shoot. Aperture (and resultant shutter speed) matters less when you're using flash, as long as your subject distance is within the GN of your flash.
