the paper is new, but can you see all those bubbles ... any ideas why?

Interesting... Is the area you're shooting at very humid? You may need to run a dehumidifier to see if that'll help. Also, the direction of your lighting can cause shadows since the surface is a bit uneven on the BG. This hasn't happened to me after using seamless paper. Maybe it's worth exchanging.

i thought about humidity... it is the only explanation... will have to put it sunbathing for a while? or just buy a new one

Hmm, unless you can place it in an area that's inside to firm back up, I wouldn't place it outside due to the difficulty of getting rid of dirt on it. Dirt tends to leave marks when swept off.

After months of use, I haven't had wrinkles like this. Actually, my studio had a little leak during a big storm and the bottom part of my backdrop got all lumpy due to humidity so I cut it off.

Even when you leave the BG with some slack, it shouldn't look like that. You should probably have it returned.
