Anyone know what format of photos (jpeg/tiff etc) and size is the best for use in video editing?

Jpeg is fine. If its a low quality photo, don't expect it to magically turn high quality on a video thou.

Remember, you are taking a picture (hopefully) with a high mp camera you are already ahead of the video curve. But basically you are taking a still and lowering the resolution by turning it into a video stream. So do start with the highest quality image that you've got available. I've taken high quality jpegs and turned them into a moving slide show and it looked great!
