I am shooting an XTi with a Sigma 70-300 $150.00 lens I bought from B&H. I found a Tamron 200-400 5.6 lens basically new for less than 300.00. Is this an upgrade? Does it makes sense to spend the money for this lens till I can afford a better lens?

Most what I shoot is wildlife, so the extra reach would be nice.

It would.

The Tamron 200-400 is not a great lens, hence the price tag. I would suspect you will get essentially the same image quality just cropping your shots form the 70-300.

I was thinking reach. With my crop body, I would be going from 480 max reach to 640? Especially for wildlife that you just can not get close enough to..

Is that a big enough jump in reach to justify the purchase I guess, is what I am asking.

That lens is not good at 400mm. You should just use your 300mm and crop to what the 400mm lens would have given. That's what I was saying above. You need to spend a bit to get a good lens longer than 300mm.
