I suppose your right, but I would think that all sales must adhere to ebay's selling rules, and not separate special rules made up by the seller.
I think I'd stay away from this deal regardless of price.

I've ran into this type of thing before a few years ago. Notice:

IMAGE NOT FOUND

Basically he did not put a reserve on it but he's saying there's a buy it now price is $1800. So if the auction ends with a bid of $600... that person will be expected to pay $1800.

It's something I thought eBay had fixed back when I had the problem I had with a seller. I won an auction for $110 but the seller told me I needed to pay... I think it was $1000. I told him that per eBay rules, I won the auction legitimately for $110 but he refused to take that bid. I complained to eBay and that user was banned.

You could complain to eBay and maybe get him banned. I say bid on it. Heck if I had $1000 to spend I'd bid on it and fight him for it.
