I admire this photographers work and was wondering if anyone knew of any actions or knew how to get this sort of hazy yet still very sharp look? Thanks in advance!

I guess it is an acquired taste as I don't care for it at all but that is what is so great about this medium, there is no right or wrong image. My life is like one big RAW file....way too much post processing needed.

I'll throw over a solid layer in what ever color I think will go with my mood and dial it way back to just a few percentage points. Then I'll usually do some selective erasing on that layer to show through what ever I want to stand out in the crowd. Orval Canon 5D2, Canon T2i, 24-105 f4.0L, 17-55 f2.8, 50 f1.4. Just a old dude with a camera...
