Good Portable Strobes?

Hey, I need to some recommendations on a good portable type strobes or just general good quality portable lighting equipment. My budget is around £70 for this but I am willing to spend more.

This will be used for adding light to a subject when filming in low light conditions, or to just create a good lighting effect.

A strobe isn't going to add any kind of useful lighting to a subject when filming.
Unless you plan on using the modeling lamps for that.

Your questions can be best answered through reading.
Through reading you can learn what each kind of lighting does and how they work. You need to know this information once you get some lighting, so none of your reading will go to waste.
