i wouldn't go with the 15mm fisheye...especially since you are on a crop camera...either look at one of the 8mms if you want super wide, or the 10-16mm by tokina...you could get wider than 15mm fisheye with just a 10-2X lens...

as to your question about whether or not you can turn the fisheye effect off...the answer is no...everything will be distorted...

if i were you i think a sigma 10-20mm wouldn't break the bank, and would give you a wide non-distorted view

woulden't it be a b*tch if you went through all that expense and hassle and you were face to face with a whale and the sigma backfocussed ;)?

with the lens he's considering and the wide DOF i doubt something as extreme as a 2inch backfocusing issue would matter at all...:)
