I noticed that as well, you can just switch to the L instead or any lens you want.

Knowing which is better depends on what you mean by better... It could be overall IQ, sharpness, color, contrast, build quality, reach, etc.

I think the 70-200 f4 isn better.

I set it at f/5.6 and played with a few focal lengths, and in those few cases, the 70-200 seemed the clear winner. but you can try it out at length.

i will sell my EF 70-300L
its heavy and so expensive
and i will buy more than one lens with that money

in my country about more than 2,150 $
and in USA i think less in price its about $1,599 on canon web site

i will not sell my 70-300mm L
this lens is nice with the 5D 2
but i will wait to buy the 5D3
