Raptor ID please?

I saw this at Pt. Reyes National Seashore near the beach. At first I thought it was a kite, but I have never seen the black specks like that on a kite before. Any help would be appreciated

My guess would be a male harrier hawk. But I'm no expert. Google the name and see if it matches. The females are a dark brown.

Yes, male northern harrier; black wing tips and black on the trailing edge of the secondaries are diagnostic.

I've not seen one that color before, but definitely a Harrier. Love the background in these.

Thank you all! I guess I should have known by the way he was hunting, but I have never seen one that color and it never clicked with me. Now I know!

The background is gorgeous, the whole beach area is really a scenic wonder, and a birders paradise!
