I have talked with many sellers who have had problems with buyers in foreign countries denying receipt of shipped goods and tracking does not work effectively in most overseas countries if at all. Or, could the seller have used a service like UPS that would be able to track internationally? That would have shown that the seller took the steps to assure himself that the order could be tracked to the buyer's door; then the seller would have had proof to show Ebay and PayPal that the camera definitely was received.
