I want to get a Polarizing filter and a GND for a 77mm tokina 11-16 lens. I dont have a big budget. What is a good mid-grade filter that isnt going to break the bank? Any diamonds in the rough?

and if you are in a tight budget, sometimes you can find a used mint condition 77mm filters in the Market section.

I've spent far too much time/money playing around with bang for buck filters. I'd only go for B+Ws and Hoya HMCs now (not the green ones made in the Phillipines)

Marumi CPLs are meant to be quite good.
As for GND, look at Hitech if you want cheap and good. Otherwise its Lee.

If you can't spring for the B+W, try Marumi. Reports here suggest they're very good.
