ID help needed -- SW Florida duck (?)

This duck (I assume? Doesn't really have a duck bill.) was feeding near the shoreline in SW Florida at sunrise. I couldn't find a match for it online but I'm sure someone here knows what it is.

Red-breasted Merganser?

Looks like it's an immature female either red-breasted merganser or possibly a hooded merganser. Been out of shore birds for a while. I'd bet red-breasted. JMHO
