Will 60fps video slow down if the whole video is exported as 23.97fps?

Well its a music video so the lips need to be lined up exactly as I shot it, what a noob mistake on my part :rolleyes: sometimes I dont even realize that I accidentally spinned the shutter speed dial, wish I could lock it.

Lip sync should not be an issue...and your shots should be just fine for a music video

The best way to understand this is to actually try it out. The light bulb will turn on once you starting working with and exporting everything.
