I guess I was referring to the discipline by which they fly (mandated or otherwise). Suggestive hand gestures typically don't risk an airframe, and I would imagine risk mitigation is where the disciplined flying comes from.
You weren't allowed to photograph a F-22? Was this back in the early 90's or something? The restrictions by the Air Force on Raptors are reasonably minimal considering the technology involved.
I think you'll find they all fly with the same discipline, after all, they've all met a certain standard. 
I was recently airside at Tyndall AFB covering Ex Combat Archer, in particular the RCAF contingent which was down there. As part of OPSEC, I wasn't permitted to take any photos of Raptors and I made certain that if a plane taxied by or took off in the direction of a Raptor my camera went down at the appropriate time.
It took a lot of work from several parties to get permission to cover the Ex, so I wanted to make sure that I followed each and every rule to the letter.
